I was involved with the grantee of a previous round of this solicitation and would be glad to speak with anyone contemplating participation. In short - there are no funds for programming or other project support in POSE awards. Awardees are asked to interview 100 users, potential users and other relevant parties with the goal of finding non-NSF support for their project. There is a weekly online session where awardees are given a pep talk about the necessity of doing all 100 interviews, and awardees can report on their progress with the interviews. There are no substantive discussions of user interface, software design, license policy or other non-marketing topics. The POSE staff are business school, not computer science. This is market research support only.
