I’m having trouble connecting the IMSL library in Visual Studio Code. Previously, I worked in Parallel Studio XE 2011 and Visual Studio 2010, and I’m wondering if it’s possible to use VS Code for this purpose.

Whether you can use IMSL with Intel Fortran depends on the versions of IMSL as well as OneAPI Fortran. The versions of IMSL that were sold by Intel for use with their Parallel Studio were intended to be used with Visual Studio or from the command line (with the /Qimsl option). These old IMSL versions will probably not work with Visual Studio Code.
