Why not try pitching it to the GFortran mailing list and see people’s reception to it?
(I’m not “senior” enough in the community to suggest some big change like this, unlike @kargl who is already well-known there)
I wish I had more time and resources to dive into this, but the security and software testing pros who developed the tool AFL++ (American Fuzzy Lop Plus Plus) are explicitly requesting Fortran programs to run their fuzzer on.
This fuzzer uses genetic algorithms to craft test cases, with the fitness criterion of expanding code coverage.
