Hi. I want to replicate a paper, that has been written in fortran. I want it in python.It’s about Rl and Q-learning. does anybody can help? I really need this and would appreciate if somebody help me.

I really need this transformation cause it’s my brother’s task and he is injured and cannot use laptop for weeks. I do not know enough to translate. I just want to ask someone do it for me to just help him. I don’t know why he should do it in Python.

Please be mindful of what you ask of others. Yes, many of us are happy to spend the often very limited free time we have on open-source software and Fortran. That said, I hope you can appreciate that asking someone to spend a (possibly) significant amount of time on the translation of Fortran code into another language - something that’s often ill-informed and potentially detrimental to the language we’re passionate about - is not something many here would be excited about. I recommend you consider the resources shared by @vmagnin.
